HISTORY
In 1984 three high school friends, Benjamin Efraim, Philip
Tsai and Andre Luu, founded Beptal, Inc.
In the early 1980s Beptal focused on
multi-family-residential properties, followed by a concentration
in retail projects during the early 1990s. Subsequent to the
1994 Northridge Earthquake our focus was
directed towards opportunities in the re-construction and rehab of
earthquake damaged apartment buildings, prompted by credit
facilities offered through HUD and the Los Angeles Housing Department
to replace the region’s housing stock.
In the late 1990s
until mid-decade our projects were concentrated among retail, office
and mixed-use developments in Southern California and out of State.
In late 2008, after the outset of the market upheavals, we acquired
high-end single-family residential properties in prime areas of
Greater Los Angeles with value-added components.
FUTURE
Going forward into the second decade of the new millennium,
we will be focusing on opportunistic acquisitions in distressed
asset classes and properties that have accumulated more debt than
their market value.
Our ability to respond expeditiously to varying market
conditions, and our breadth of experience in developing projects of
complex nature, enable us to take advantage of unique opportunities
in these uncertain times.
MANANGEMENT
Our management team combines over sixty years of
development, construction, finance and property-management
expertise. We oversee all facets of each project with a “hands-on”
approach.
The President and Principal of Beptal, Mr. Benjamin Efraim,
has been directly involved in all phases of the company’s projects
since its inception. Mr. Efraim is licensed by the State of
California as a real estate broker and as a general contractor. He
has served on the Board of the Multi-Family Housing Council of the
Building Industry Association of Southern California, and on the
boards of various condo and HOAs in Southern California.
Our Regional Vice President, Mr. James Ault, has managed,
leased and overseen acquisitions and dispositions of hundreds of
apartment buildings, residential properties, commercial projects and
professional office buildings during his real estate career. Mr.
Ault is licensed as a real estate agent by the State of California,
and is a member of the National Association of Realtors, the
California Association of Realtors and the Pacific West Association
of Realtors. He has previously served, or is currently serving on
the California Real Estate Economics, Real Estate Principals, Real
Estate Standards and Real Estate Ethics committees.
Mrs. Elina Segal, Our Executive Vice President, brings with
her years of experience as a senior associate at KPMG’s structured
finance group. She oversees acquisitions, financing and management
of residential and commercial assets. She holds a degree in Business
Economics from UCLA, is licensed by the State of California as a
real estate agent, and is a certified tax consultant.
